Which format should I pick?
PNG is lossless and best for graphics with sharp edges or transparency. JPEG is smaller and great for photos, but drops transparency. WebP is modern and often smaller than both for photos and graphics alike. Note: converting JPEG→PNG makes the file larger but won't recover lost detail.

Does converting change the image quality?
Only if the target is lossy (JPEG/WebP) at a low quality setting. Converting PNG→PNG or to a lossless target preserves pixels exactly; converting to JPEG always re-encodes and can soften detail.
